- Who Needs a Permit to Park on Campus?
Parking on campus property is by permit only. Exceptions are time limited visitor parking and handicapped visitor parking. Permits are issued through the ASC Police Department or through the President's Office. ASC Police Department parking management permits are issued as yearly permits, temporary permits, or day passes. Vehicles will be issued a parking permit upon proof of insurance and proper registration of the vehicle and payment of parking fees.
- Why Enforce Permit Parking?
Registering every vehicle on campus property provides important information for emergency notifications and ensures that those who use campus parking facilities support the cost of providing and maintaining those facilities. Vehicles displaying no valid permit are presumed to be using facilities for which others must pay.
Fairness requires that all users support the provision and maintenance of parking areas. Enforcement of permits is the primary method for ensuring equitable use and funding of the parking areas. Having vehicles registered with the ASC Police also helps make emergency contact with vehicle owners.
- What Are the Permit Costs?
A recent survey of parking costs for colleges across Colorado shows that ASC has the lowest parking permit fees. The average yearly parking fee is over $200.00 for Colorado Colleges and Universities surveyed.
An annual parking permit for faculty, staff, and students is $65.00. Individually reserved spaces are $125.00 per year. Parking privileges in reserved areas are $85.00 per year. One day parking permits are $1.00. Persons with disabilities who have authorized handicapped parking license plates or placards may purchase a reserved space for $50.00.
Persons who drive more than one vehicle on an alternating basis may purchase a permit for the second vehicle for $5.00. The second vehicle permit is not a multi-car discount. If each household member regularly parks on campus a separate $65.00 permit is required for each vehicle. Hang tags may be purchased at an additional $5.00 per permit. Permits attached to hang tags are not transferable from one vehicle to another. Please be aware that hang tags may obstruct vision and should be removed while the vehicle is in motion. Each permit must register to the vehicle on which it is displayed. Motorcycles are treated just as any other motor vehicle.
If a permitted vehicle is replaced by another vehicle, the permit is not transferable but a new permit for the replacement vehicle may be issued at no cost. If a permitted vehicle is disabled and a temporary vehicle is being used a temporary permit may be issued to the vehicle at no additional cost. Persons on campus for periods of time longer than a few days but not for an entire semester may obtain a temporary permit at a reduced cost based on the length of their stay.
Permits purchased by persons arriving on campus after the beginning of the fall semester or obtaining a vehicle after the beginning of the fall semester may be eligible for a pro-rated cost. Annual permits purchased after Fall mid-term may be purchased at an incremental discount accrued at each semester or mid-semester break ($60 October 1, $50.00 beginning spring semester, $45.00 after March 1, $25.00 for summer semester only). Discounts are not available for persons who were in violation during the periods previous to their permit purchase.
- Is There Any Free Parking?
Providing real estate for parking and providing lighting, signage, maintenance, and surveillance of parking areas is a costly endeavor. User fees help subsidize the cost of providing off-street parking. Unfortunately it is not feasible for the college to absorb these costs and provide parking at no cost to users. Beginning Fall Term 2009, parking permit requirements will be enforced throughout the year including summers. Annual permits already are valid for one calendar year.
Parking on weekends and after 5:00 p.m. is free with no permit required. Other parking regulations are always in effect, 24 hours daily, such as yellow curbs, handicapped parking limitations, loading zones, reserved spaces, etc. Permit requirements are not enforced unless classes are in session. Visitors may park in designated visitor parking for posted time periods at no cost in designated visitor parking spaces. Day passes are available from kiosk locations at most parking lots or from ASCPD, SUB 301, One Stop, and the Student Affairs office.
Visitors with disabilities may park in any non-reserved space without a permit. Handicapped plates and placards are valid only when the vehicle is occupied by the person to whom the handicapped parking status is granted. For those with temporary mobility challenges due to injury or other physical condition a temporary handicapped permit may be issued to current permit holders by the ASC Police for campus parking in handicapped spaces.
The President's office, Admissions office, and the ASC Foundation office may issue parking privileges to special guests and friends of the college. These permits are not transferable and lifetime permits expire upon the cessation of use by the person to whom it was granted. Any special passes or permits issued by the President's office must be properly displayed and approved by the ASC Police. Any inviting office or college personnel may purchase permits for their invitees. If the hosting office or person does not purchase a day pass for the visitor, it is the visitor's responsibility to obtain a day pass if he or she chooses to park on campus provided lots. If visitors are told, advised, promised, or representation is made that parking is at no charge and the host does not, in fact, purchase a day pass as represented to the visitor, the host may be billed for the parking fees or fines incurred by the visitors.
Special events, including athletic events, are not automatically exempt from parking permits or fees during regularly enforcement times. Special parking fees may be charged at events occurring during evenings, weekends, college breaks, or holidays. No other entity, other than the ASC Police Department Parking Management Division may charge for parking unless the lots are rented for a specific purpose at a rate of $100.00 per event per lot. In such a case, regular permit holders will not be barred from parking nor charged additional fees.
Government and service vehicles may park without a permit if on official business. Emergency vehicles only are allowed to park in fire zones or other locations which need to be available at all times for emergency services.
Parking permit requirements may be waived by the Dean of Student Affairs or the President's Office at any time. No other person is authorized to suspend, circumvent, waive, or change any parking regulations, fees, fines, or enforcement.
- What Should I Do if I Get a Ticket?
Colorado law gives colleges the legal authority to enforce parking on college property. Thus, violations can have legal consequences enforceable by the college. Penalties may include: monetary fines, immobilization (booting), towing, and being barred from parking on campus. Fines may be collected by seizure of the vehicle, putting a hold on student records, or turning the debt over to state collections. The registered owner of the car is responsible for the fines. Fines may be paid by mail to ASCPD or in person at the One Stop. Fines may be assessed to college accounts at the request of the payee, or by default by the Parking Management Division of ASCPD.
The goal of the ASC Police Department Parking Management Division is to provide parking for permit holders with the expectation that published parking rules and adequate signage will create voluntary compliance. When voluntary compliance does not occur, fines and other penalties may be applied to ensure the fairness and availability of parking.
Producing a counterfeit parking permit is a crime punishable under Colorado statute and will be prosecuted as such, in addition to any parking violations which may have occurred. Transfer, sale, or misuse of a parking permit by person to whom the permit was issued may result in fines and/or revocation of parking privileges.
Vehicles which appear to be disabled or abandoned may be towed at the owner's expense. Suspicious vehicles which may constitute a threat of containing explosives or bio-hazards may be towed or otherwise rendered safe by emergency personnel.
An appeals form is incorporated into the violation notice form. Appeals must be filed within five days of the violation notice. Appeals are first heard by a committee designated by the Dean of Student Affairs. Personnel associated with ASCPD will not hear appeals in order to avoid conflicts of interest.
- Handicapped Parking
Parking for those with disabilities is provided in accordance with federal guidelines for the number and types of handicapped spaces. Violations for handicapped parking may be written under city ordinance. Municipal violations must be paid or contested through municipal court.
Temporary handicapped parking privileges for on campus parking may be granted by the ASC Police Parking Management division. Visitors who have been issued authorized handicapped license plates or placard may park without charge at any otherwise legal non-reserved space on campus. Faculty, staff, or students who have authorized handicapped license plates may purchase a reserved space for the special permit fee ($50.00) to accommodate their mobility impairment.
Handicapped parking privileges are issued to the affected person and not for the vehicle. For handicapped parking privileges to accrue the handicapped person must be the driver or occupant of the vehicle at the time the vehicle operator is utilizing the privilege. The placard or license plate must be displayed and visible.
- Vehicle Immobilization
Vehicles with outstanding unpaid fines, or are parked in prohibited or reserved areas, or that are evidence in a criminal investigation, or that have had parking privileges revoked, or upon authorization or emergency declared by the ASC police, are subject to immobilization ("booting") and / or towing. Vehicles that have been booted will be released on payment of a $25.00 boot removal fee, in addition to any outstanding fines or fees. An additional fee of $5.00 per day may be assessed for each additional 24 hour period during which the vehicle is immobilized. Towing and storage charges incurred by private contractors are the responsibility of the vehicle owner and are separate from costs to the college.
